In includes/SpecialUpload.php, function curlCopy, when the user is not allowed to upload by URL, it 
throws a PHP error because $wgOut is not declared as a global variable at the start of the function.

To fix, simply add $wgOut to the list of global variables at the start of the function.

This was fixed in r17880.
