In editing the Talk:Life_Insurance page today, I wanted to add a new topic. 
Both the "start a new topic" link and the "+" link at top of page led to
creating a subtopic instead.  This is probably due to the last topic (4, USA vs
UK) already has several appropriate subtopics.

The reason for this is a markup glitch in the page. The text:

"=USA versus UK="

Creates a heading with a higher level than the others, whereas the "new topic"
feature always creates headings at the next level down. As a result, the whole
lot gets a bit messed up.

I've corrected the page.
