You should be able to get some information about IP editors from the API, such as edit count. However the list=users query returns "invalid" for all IP addresses: https://en.wikipedia.org/w/api.php?format=json&action=query&list=users&ususers=127.0.0.1&usprop=editcount

IP addresses aren't users. As for fetching the edit count and such, see bug 17523.
