Using mw-1.23.3 I get a database error when trying to edit an interwiki link.
Guessing from the database logs I think the problem is that the 'IGNORE' flag gets passed as  'UPDATE IGNORE [...]' or 'INSERT IGNORE [...]' which is unsupported on PostgreSQL on lines 278 and 280 of Interwiki_body.php.
