I can get an Allpages listing (I think dynamic) by adding /anything to the end of the allpages url. 
See above url.

This is normal behavior. I don't understand what the bug is supposed to be?

If you go to http://en.wikipedia.org/wiki/Special:Allpages, it says that this
feature has been disabled because it severely slows down the database so no one
can use it. I assume that this is a way of getting around that, and this would
allow people to use Allpages again and bring the servers to a halt.

No, it's not disabled. The top-level list is slow to generate so is stored in a cached page. This seems to display a misleading 
message when showing the cached top-level list.

The individual section pages are never disabled.
