I propose system which can enable user to use an image by it's foreign names.

Ex:http://commons.wikimedia.org/wiki/Image:Flag_of_the_United_States.svg. We
should be able to use the image by name Flag_of_the_USA.svg without reuploading
it with different name. While some templates using country name as parameter,
other use country ISO 3166-1 codes as parameter. Dont forget templates at other
Wikipedias. 

Take a look at id.wikipedia.org/wiki/Template:Negara 

We make this template in order to use the commmon images (this template
translates the country's local languange to english). This template can be
delete if mediawiki images can be use with multiple name.
