"Before".  This is what you see at step #4.

See attached screenshots.  

Steps to reproduce:

1.  Open VisualEditor and Insert > Media.

2.  Pick and image and add a caption.

3.  Select a word and press Command-K to make an internal link. 

4.  Notice that the link inspector ought to be bigger, so you can see all the new buttons.

This appears to now be fixed?

(Tested: Vector & Monobook on wmf19, wmf20, and pre-wmf21 with Firefox and Chrome.)

Works for me in Firefox 31 and Safari 6.
