Regarding "Wikipedia is Communism" vandalism still in progress in Korean
Wikipedia, there is a suggestion of MediaWiki feature that enables protecting
user (and user talk) pages from moving such that only the owner of the each user
page has privilege to move it. (and admins of course.) This could be either by
default or not, depending on the site configuration.

In addition to this vandalism problem about moving user pages there is also
another one. Newbie users that want to change their username think that by
moving their user page they will modify it. Maybe there should be a different
"Special:movepagetext" message for these kind of movings in order to warn these
users and make them go to "Wikipedia:Changing username" to request this change
to a bureaucrat.

Currently only autoconfirmed users can move pages. Is there a serious problem with this?
