When <references/> is not set in the page, footnotes included in <ref> should be
shown at the bottom of the page anyway, so that the reader can still see them.
This is useful if the tag <references/> has been forgotten, but alos for talk
pages where the <references/> tag can en up being hidden in the discussions.

I'm going to merge this to bug 5492, since they probably 
would be implemented the same way.
