Tracking bug of (mostly) tracking bugs for
* https://meta.wikimedia.org/wiki/Requests_for_comment/Global_bits_and_pieces

etc.

PROBLEM STATEMENT: Make the cross-wiki-relevant stuff – i.e. the stuff which users manually carry by hand (e.g. copy and paste) between many wikis – truly global – i.e. living in one or few centres to the benefit of all the other wiki villages –.

Past success cases:
* Wikimedia Commons (for multimedia files)
* Wikimedia Meta-Wiki (for user rights, interwikis, blocks, blacklists plus some other things depending on opinions)

Can it be clearly defined when "truly global" has been reached, or is this an "ongoing" activity that can never be called fixed, like bug 1?

Yes and I think it already was in comment 0, "living in one or few centres to the benefit of all the other wiki villages".
