The change is probably in contrast with the request to merge "last modified" and "print version" links (bug 3575), but is not with the merge to the permanent link (bug 64312). The main problem is that our skins deal with the footer in a less than clean way, I suppose... Making the timestamp less verbose and/or a way to "advertise" action=history (as the extension in question did) would be a separate bug.
