I'd like to request an uncategorized images special page as an extension or in
subsequent mediawiki versions.  I'm not sure if I need to put anything else here
because it's pretty self explanitory what I'm suggesting

This is a nicer and shorter version of rob's one, it works like
Special:Uncategorizedcategories and requires SpecialUncategorizedpages.php.

Additionally, the patch adds a french translation of the page title.

I didn't subclass it in the first place for two reasons.

1. I forgot ;)
2. I want to alter the query page framework a bit so that we could potentially
split up the fancy footwork (caching etc.) from the results output even further,
and allow for nicer interfaces, e.g. galleries of images in this case
