If you have your language preferences set for XX, and the translation
MediaWiki:Licenses/XX doesn't exist yet, it doesn't fall back onto English,
there is just nothing at all.

This is extremely bad because our translation team doesn't move quite that quick
and we're going to have a lot of untagged images, I suspect.

Please fall back to English if the language file is not defined.
