On the edit page, there is currently a standard message 
for that wiki. This generally doesn't make sense either on 
normal pages (instructions on signing comments) or talk 
pages (licensing issues, etc.). So they should have 
separate messages.

Licencing applies to all pages on a wiki in 99% of cases. This makes life
simpler. I disagree that a second message is needed.

I forgot about that...even so, the messages seem to be messy and inconsistent and having a different message 
for talk page edits could probably go some way towards improving that.

Did I mention redundant (on en.wikipedia, there is more than one message about the sandbox!)?

It might be better to add two new messages, appended to the existing one; one
for subject namespace edits, and one for discussion namespace edits. This means
you can shove a licencing rant in both modes, and append, e.g. "please sign your
comments with ~~~~" to talk pages.

For maximum flexibility, how about the possibility of configuring a seperate 
message for each namespace, including the various talk-spaces, which would be 
appended to the default message for "subject" and "talk" pages?

It would probably be better to combine those ideas and have three layers: one on 
all pages, one where either a subject/talk message would be appended, and one 
where a namespace-specific message would be appended.

Resolving as WORKSFORME. Kinda a round-about solution, but with per-namespace edit notices you can accomplish this.
