Unless I've managed to be successfully confused too, someone's seriously mixed up namespaces and subdomains. Given the link supplied as an example, I'm going to suggest they want the former.

Portal set on ptwikinews. For the main namespace tab, you can probably fix it by editing: http://pt.wikinews.org/wiki/MediaWiki:Article You might want to change all occurences of Artigo to Noticia in http://pt.wikinews.org/wiki/Especial:Allmessages :o)
