Category pages should enable to use and switch filters which would filter the displayed content (and to set some other display parameters). Some ideas: 
- filter by type of content (only categories, only pages, only files, only jpg files...)
- filter by date of creation/upload: (only new pages, pages created between 2010-2011, pages created before 2000 etc.)
- filter by date of last modification (can enable to pick "live" or "dead" articles) 
- filter by count of edits/changes/reuploads (can enable to reflect importancy and attractiveness of the content)
- filter by size/length
- display only pages from my watchlist/only unwatched pages
- filter by tags (only featured articles/images, only stubs, only articles with NPOV warning, only images/articles with/without geocoordinates, only hidden categories, only redirects...) 
- filter by concourse of categories (display only content which is simultaneously in Category:B) (Cat-a-lot can be improved to utilize it)
- a related feature can be to enable to display content of subcategories (of 1 level, 2 levels, all levels) directly in the current category as required in bug 43424.
- set (change) the number of displayed categories/pages/images (in total and on the page)
- set (change) the sorting of the content - (not only by alphabet but optionally by size, by date of creation/upload, by date of last modification etc.)  

Of course, the conditions should be combinable and it should be possible to save the filter combinations and possibly also to share them (the most useful filters should be predefined and defaultly offered).

The problems are described above. The problem is that category pages doesn't enable display settings.

The problem is that the Commons with their catgegorization system (mostly drivcen by really silly users) are a pretty unusable mess of a website for anyone but hardcore wikipedians. The solution is pretty straightforward, and described in this bug report. Priority should be "highest".

Highest priority usually implies (among other things) that the people who can fix the bug agree that it is one of the most important bugs, and should be fixed asap. I dont see that on this bug.

Yes, we definitely need to be able to filter categories (i.e., category membership). Just today I wanted to find all pages in [[Category:Living people]] with particular prefixes. I think this is currently possible with the MediaWiki Web API, but it's tedious. I could not find a way to do it from the GUI at <https://en.wikipedia.org/w/index.php?title=Category:Living_people>. I ended up querying a database replica directly. Ouch.

For this bug, I think you've run into the issue of trying to eat an elephant (or even talking about eating an elephant...) in a single bite (one big, complicated bug report). This is fine, kind of, but it means this report will be a tracking bug (also sometimes called a collection report or ticket), with specific sub-tasks. One task will be adding a filter toggle to category description pages. Another will be implementing the ability to filter to only files or only articles or whatever (filtering by namespace). Another will be implementing the ability to filter files only by file MIME(?) type or file name suffix. Another report might focus on the ability to save specific filters/views/searches to your individual user account or share that filter/view/search with other users.

Some of these ideas will almost certainly already have bug reports, of course, but I don't currently see a tracking bug for the general idea and this one seems like a perfect fit.
