Text layer of DjVu files doesn't appear in Page namespace if a page is linked from an index page. If the page is not related to any index, the text appears in the edit window. It's more likely to the way the extension retrieve the text layer, the right name to access it is /13 not /013, in previous proofread release the extension was able to retrieve the text layer using the name /013 but look like it cannot nowadays.
I does not look so. /0013 also works as well as /0100, while /100 does not. /013 and /100 are related to https://pl.wikisource.org/wiki/Indeks:Wsp%C3%B3%C5%82czesni_poeci_polscy index page. /13, /0013 and /0100 does not belong to any index. I think it is related to the fact that index name is not the same as djvu file name and/or it is not created using the <pagelist> tag. Probably, similar problem to https://bugzilla.wikimedia.org/show_bug.cgi?id=57972
