There is only an entry en:Timisoara where Timişoara is mentioned. (See 
the differences between the national character "ş" and the "s".
I tried to generate en:Timişoara but it was about creating somthing 
like en:Timi. 

Q: How Timişoara can be generated at en.wikipedia? They are defined 
already at de:Timişoara, eo:Timişoara, ro:Timişoara, sv:Timişoara.

en: is still using iso8859-1 codepage, which doesn't contain the letter "ş".
Thus, this page can not be created currently.

[[en:]] is an UTF-8 wiki for a while. [[en:Timişoara]] is a valid title.

...that ought to have been marked "closed, fixed" or "closed, worksforme", however.
