In Hebrew & Monobook the menu is partially out of the screen.

1. Go to URL
2. Put cursor in search box
3. Open IME menu

Observed:
I. Menu is outside of window

Expected:
II. Menu is inside window

Additional information:
* This seems to work properly when the content language is RTL. This scenario requires an LTR content language and and RTL user language to fail.
