Linking to historical logs requires using the "offset" parameter which is always 
relative to whenever the request is actioned. Any links are therefore dynamic.

Adding a "timestamp" parameter, as in Revision Histories, would allow static linking 
for later referral.

So for example, the above URl might change to:
http://en.wikipedia.org/w/index.php?
title=Special:Log&type=block&user=&page=&limit=100&timestamp=20060107021500

A "dir" parameter might also prove necessary, like in histories.
