When exporting and importing pages between WMF wikis, edits by a username on the source wiki can be attributed to a different user with the same username on the target wiki. See WikiRevision::importOldRevision(). There probably isn't a good solution for this, other than the form could add a hook to allow centralauth to inject a field that specifies the source wiki, and then a hook to update the user, so CentralAuth could make sure they were the same attached account on both wikis.
Honestly, with the impending SUL finalization, that seems to be much more trouble than could possibly be justified. On the other hand, it might be wise if there was an option on import to say that "The authors are external, don't link user_id even if there is a name match" for non-wmf wikis.
