Splitting out from bug 4947 comment 33:

> Can we at least enable gzip Transfer-Encoding for plain SVG files?

In theory this should be something we can apply at the web server or caching layers, so when we do serve uploaded SVG files directly we can send them compressed.

This is probably easier to deal with than manually gzipping files and uploading them as .svgz ...
