If I edit the specified page while I am logged in, it invites me to save the
file index.php.  If I am not logged in, it loads the editting text box as
expected.  I have tested this with IE and Firefox and both encounter the same
problem.

I have popups enabled on my account. I don't know if that affects it but I can't
figure out how to disable it.  Do you need to know my username to resolve this
issue?

Turn off "edit in external editor" option.
