Contradictory warnings at [[Waltzing Matilda#Lyrics]]

Where references are included inside a <blockquote> and there is a reflist outside the block quote the two are invisible to each other.

This leads to the confusing and contradictory messages seen in the attached screenshot from [[Waltzing Matilda#Lyrics]] where there is a warning that there are group N references on the page but that they will not appear without a {{reflist|Group=N}} template, immediately followed by a note produced by a {{reflist|Group=N}} template that there are no references with the group N on this page.

The first warning is inside the blockquote, the second is outside it.

This is possibly related to bug 51289, bug 50474 and/or bug 50749

Also, as seen by editing https://en.wikipedia.org/w/index.php?oldid=596381198 you cannot re-use any references that are within a blockquote.  

All of this of course includes <blockquote>s created through the {{quotation}} template or other similar templates.
