It's currently impossible to change table cell background VE

"Other formatting" should include support for font size and line height, so that tables like the ones seen at https://en.wikipedia.org/w/index.php?oldid=608813235#Early_years will display with the correct row height.

No, that's a bug caused by VE assuming that table cells' paragraphs should be styled like other paragraphs. That's a fix to styling rules, nothing to do with editing them to have custom styles. Could you file a new bug?
