There should be a way to include sgml comments (<!-- comment -->) in the actual
html output so that machine readable tags like creative commons license
information can be added to templates.

Various types of comments may be unsafe; for example IE's "conditional comments" can 
embed arbitrary HTML which the browser will display, including executable scripts.

If creative commons license information were to be supported beyond the general 
labels we already have, it would be specific and part of the software, not random 
embedding of random content.
