An English Wikipedia User reports that when the browser window is narrower than the transclusion editor, the horizontal scroll bar scrolls the background text (i.e. the VE editing view of the article) but not the translcusion editor. This means parts of the interface are inaccessible.

To reproduce:
1. Open the transclusion editor
2. either shrink the browser window horizontally until it is narrower than the tranclusion editor; or increase the text size using ctrl + to achieve the same result.
3. Use the horziontal scroll bar.

I can confirm this also happens with the reference editor, references list, media inserter and page settings dialog. This has been observed in Firefox 21, Firefox 22 and Chrome 28.
