The inputbox extension ([[m:Help:Inputbox]]) includes an "editintro" parameter:

"The text of the page under this title will be added, as instructions, before
the submission form for new pages or comments."

Unfortunately, it is only functional with nonexistent pages. This request is to
enable the editintro feature for existent pages. Many pages at Wikipedia, such
as [[Current events]], include fairly lengthy HTML comments at the top to
instruct newcomers on how to edit the page correctly. This feature would
eliminate the need for lengthly comments like that and make it possible to
include wikilinks in the instructions. The dynamic navigation bar code in
[[MediaWiki:Monobook.js]] would allow experienced users to collapse the
instructions.

The Vietnamese Wikipedia would make extensive use of this feature, such as with
the templates currently transcluded onto our main page, because we currently
provide "Update" links on the front page to make it easy for everyone to keep
things up-to-date.

Would like it to work when editing an existing page *and* when creating a new 
section.

http://meta.wikimedia.org/wiki/Help:Inputbox reports that editintro works for
"comment" type inputboxes. Did it used to work or has this been wrong for a very
long time?

It only works when the 'comment' type box is used on a nonexistent page. If the box is used to add a new comment 
to an existing page, rather than adding a comment to a non-existent page, you get the usual rather than the 
customized intro to the page.

Patch on dupe bug 10215 was apparently applied, with some breakage, and subseuqently fixed.
