When specifying image height and width for a thumb, images are sometimes just
one pixel too short. It only seems to happen with portrait format SVG images.

It was always rounding down when scaling a height; sometimes this produced
a width one pixel shorter than the maximum allowable size.

Now changed to round up if that will still fit.

As pages are purged or edited they should start showing the correct sizes.
