There should be an option to watch just a section on a page.

1) no way to implement it without totally rearranging 
the entire database structure
2) no reason to want such a thing

1) Isn't it as simple as checking whether the contents of a section 
are changed after each edit? I'm probably being naive, no need to 
explain if it'd take up too much time.
2) There is a reason. Let's say I nominate a page for highlightning in 
Wikipedia. Everytime anybody nominates anything or votes I get 
notified in my watchlist. This is inconvenient since I care only about 
my submission. And this is just an example.

A while ago Kate Turner implemented a cool feature which allows templates to be
treated like virtual sections. You can see it in action e.g. on
http://en.wikipedia.org/wiki/Wikipedia:Featured_article_candidates where each
nomination is loaded from a separate template. Nevertheless, you can use section
editing to edit the individual nominations. You can also watch them separately.
If you have a page where you really want content to be stored and watchable
separately, I would suggest that you model it after this page.

That's a good piece of advice, thanks. While I still think that 
watching sections can be useful, I see the importance of the 
difficulty of implementation that Brion Vibber noted.
