I would like to propose a change to the mediawiki software 
that would add a feature to the banning system. What I 
would like is to allow the person banning an ip address to 
choose whether users of the ip address can login and edit 
like usual. The system would still not allow them to 
create accounts while banned, but if they have an account, 
they can still use it to contribute to wikipedia. This is 
necessary because with the current system, if somebody 
using a shared ip address vandalizes wikipedia, that ip 
gets banned, and all users of the shared ip have to 
suffer. This way, if a message appears on the user page 
announcing that it is a shared ip address, the admin 
blocking could check a box allowing people to login and 
use wikipedia like normal. I have this problem because at 
school I like to use wikipedia. However, it uses an ip 
address shared by schools all over the state of Maine. 
Therefore, when somebody vandalizes wikipedia, even 
hundreds of miles away, I still can't edit. The ip address 
is 169.244.143.115 (see User:169.244.143.115 on
