After submitting an edit (which includes somewhere in the text an external URL,
though not new to the edit), with text provided in the "edit summary" box is not
present on the page with the captcha, and must be reentered before submitting
again, or else the field will be blank.

Still a problem in the German Wikipedia.

Still works fine. Be very specific about your browser, test other browsers, test with 
extensions disabled, test when logged out, test as another user, ask someone else to 
try it.
