Bug 4677: Disable the "cite" link if a magic word __NOCITE__ is used

I assume that it does not make sense to "cite" redirects.

"Cite" for the actual url contains links to this redirect:
http://en.wikipedia.org/w/index.php?title=...&oldid=37201448
here in MediaZilla maybe

There's no particular reason to arbitrarily disable it.
