As a CU I've now had two (maybe 3) instances where I have seen local blocks, and they have not affected editing on XFF. The one I did write down was about a hardblock, and XFF edits still getting through that. If I also remember correctly we had a rangeblock and a user used XFF to send emails when the "Block user from sending email" was set.

DQ, this one is my fault. I forgot to deploy a config change. I'll get that done asap.

Marking comment 1 as private as it contains IP addresses. With Bugzilla's current configuration this means that the comment is only visible to BZ admins.

Config change deployed, and I've confirmed it's working on enwiki.
