Due to increasing vandal action such as blanking pages, I propose idea to block
anonymous users from blanking pages.

I've seen anonymous users blank talk pages that were all vandalism, so sometimes
the blanking is justified.

MW developers can make an option to enable/disable this feature. In small
wikipedias where no/minimum sysop available this is ok. Anyway, people with
goodwill can always register him/her self to blank pages which vandalized.

It might be more useful to block edits by anons where there is nothing in common
between the original page and the new page.  This would block several spam bots
out there that replace pages of content with empty pages of hidden links.

If we just check to see if the page ends up empty, then vandals will learn this
after one attempt and replace the text with something which looks blank instead.
This would be too easy to evade I think.
