At present, the tab reads "protect" in most cases (including if the page is
semi-protected) and "unprotect" in a few others (particularly, if the page is
fully protected /or/ only protected against page moves). This is kind of
confusing. I believe it's most important to indicate if the page can be edited,
so maybe it should read "unprotect" even if it's semi-protected, and simply
"protect" if it's only move-protected? Or maybe a star* or something could be
added for move protection.

It should show "protect" if it has no protection at all, and "unprotect" if it has any protection at all.

Can you provide URLs to pages which are displaying differently?

Confirming: template is semiprotected, but shows up as Protect.
