WebFonts uses a $wgWebFontsEnabledByDefault setting. Allows to configure it, so we can offer WebFonts on a wiki, but only if enabled through preference. Case use: incomplete javanese script support in other browsers than Firefox

Any effort to be able to read and write Wikipedia in this script is greatly appreciated by the community. Thus, my point is would it be possible to turn on the WebFonts by default? (your commit here: https://gerrit.wikimedia.org/r/#/c/39578/2/wmf-config/InitialiseSettings.php) From the three requirements to successfully display Javanese script, one need 1) download the font, or use WebFonts, 2) use Firefox, 3) turn on Graphite. If WebFonts is not enabled by default, anonymous reader can't enjoy its benefit, but if its enabled, then they only need to fulfill the other two requirements.
