There should be a special page for external links, with the UI probably
structured like the prefix index, where one could find pages that link to a
certain website. 

In addition to obvious maintenance uses, like URL updating, it would also be
greatly useful for finding link spam.

LinkSearch extension provides this, and it's installed on Wikimedia wikis.
