The nousekeys parameter should always use the default value, i.e. always false for JSON and similar and always true for XML and similar. The parameter itself should be removed to reduce confusion.

I guess this should be "Remove the nousekeys/usekeys parameter from all the API modules" and not only wbsetitem? That would make the behavior more consistent and is also simpler to implement. That is; then we just remove this completely, also from the config.

I think I would prefer that solution.

Remove the configuration parameter as well.
