On talk pages, and to some degree articles, it is common (for me at least) to click on the last [edit] link to begin adding a new section. This is because its common to read and scroll down to the bottom of the page before adding a new comment. The only problem with this is that it adds the wrong */ Section name /* to the comment line, which is easily enough edited, but not always. Would it make sense to add a new section button just beneath the last [edit] button? Like: 
                                                                       [edit]
                                                                       [new]
