Ævar Arnfjörð Bjarmason recently added a new feature to do newpages by
namespace.  I found this bug on one of those pages- I'm not sure if this applies
to Special:Newpages in general, or just to the "by namespace" feature he added.

Presumably, since the article included unicode, this messed the rendering up. 
The actual link was supposed to be [[Wikipedia:Articles for deletion/تركمن]].
