Enumerating the large category [[Category:Fair use images]] generates anomalous
behaviors.  The category enumerates fine up to UpdfTraining.jpg, but after this
point images are presented in nonalphabetical order and the "(next 200)" link
points to
http://en.wikipedia.org/w/index.php?title=Category:Fair_use_images&from=Upload.
 Going to this link yields a page with the same images presented in the same
nonalphabetical order, and with the "(next 200)" link pointing back to the same
page.  Clearly there's a bug here.

I removed the (EN wikipedia) note because this problem also exists on Commons,
and it is very annoying. It makes the category extremely hard to see into and
sort through.

This should have been fixed in 1.17 (As part of the fix for bug 164). Marking bug as fixed. If it ever occurs again, please re-open.
