By recent upgrade, blocked users can edit their own talk page. There is
considerable resistance to this idea, see
[[http://en.wikipedia.org/wiki/Wikipedia:Blocked_users_can_edit_their_own_talk_page]]
on en.wiki for the discussion. There doesn't seem to be consensus yet either way.

Changing to the Wikimedia web sites products since this is a configuration issue.
