Rationale: complicated rating systems suck, keep it simple.

* add a user group "reviewer"
* add a link "mark as reviewed" for users belonging to this group (+ "unreview"
for reviewed versions if someone has found a mistake)
* add a link to the last marked revision to the sidebar
* add option "show reviewed versions prefered" in the user prefs and the global
prefs
