While attemping to rename a user on a set of wikis earlier, they were rejected by the error shown here:

So far, the error has only appeared on the following wikis:

sdwikinews 
wikimania2009wiki
wikimania2008wiki
wikimania2007wiki
thwikinews
tkwikibooks
ckbwiki
huwikinews 

These projects are closed, but other renames for this user on closed projects have been successful.

Quentinv57 advised me to report it here.
