On test.wikipedia.org there are red links to the messages. This behavior seems wrong in two ways:

* If a message doesn't exist it should show a non-linked text "<message-key>", not a redlink to the MediaWiki-namespace for that title...
* In this particular situation, the fallback should probably be "{domain}", in that there should imho not be a requirement to create all these messages. It's a nice feature to give local-wikis a custom name, but do we really have to populate all these 700+ message key with non-sense ?

That's because of http://test.wikipedia.org/wiki/MediaWiki:Globalusage-on-wiki
