The ability to follow individual article/talk sections would make it easier to keep track of a very specific portion of a Wikipedia page. Following the entire page gets frustrating because you have to do a lot of reading and searching to decide whether the most recent update is something you care about.

A notification system similar to Facebook's would also be helpful. It would be nice to know which changes have happened since you last checked so you don't have to look at every update and remember which ones you've already looked at.

You mean probably the ability to watch "sections", either of articles or talk pages. I have wanted to fill this enhancement for ages! Thanks for doing so. The technical solution will be probably a bit complicated, as it will include having separate "watch" for both articles and talk pages at least, while now they are bundled together. LiquidThreads go similar way regarding discussions and I like it very much (abiligy to watch a thread only).

Regarding notifications - I think current engine allows to have new items bolded in watchlist unless you visit particular pages.

This definitely is not duplicate of bug 19699. Maybe partly (regarding talk pages), but definitely not as a whole.

This is a verrrrrrry old request which has been WONTFIXED for years (found the orig one now, bug 738). If you don't want this duped to the solution we intend to work on (bug 19699), then duping back to the WONTFIXED bug 738 probably sense.
