This is an obscure feature that almost nobody uses. Splitting it complettely to extensions will redice possible bitrot and reduce attack surface for possible vulnerabilities.

In this context, High priority means "we want this done by 1.19".  Granted, milestones would be better than priority for that, but in this case, the bug can be closed before then.

Ok, so I *really* need milestones, but for now...

I don't even think it's that important to have done by 1.19. It's been sitting there for years and it's largely harmless since it's disabled by default. Even if we don't do it until 1.21 I wouldn't lose sleep over it.
