AFT tooltips appear on hover, fade away on mouseout, and are differently colored.

Currently UploadWizard tooltips appear on click, and one has to click to toggle them closed. We could also have them appear on hover but since we have links within our tooltips we would also want to have them linger a bit longer.

I've never seen any site implement tooltips like what is described in the bug. I think we should either keep the click trigger or get rid of the links in the tooltips.

I think you are right, but I don't like the manual trigger on click. Would be nice if someone can tell if its okay to get rid of the links.

We might only have one link (for categories). I think it would be OK to get rid of them. Hopefully most people understand what a category is.

https://gerrit.wikimedia.org/r/#/c/46960/ puts one more I guess, that one is not so easy to get rid of.
