It's probably better to enable this on all wikis by default; Tim's comment http://www.mediawiki.org/wiki/Special:Code/MediaWiki/50638#c2673 seems to suggest that this is false by default only because of non-Wikimedia uses of the extension.

Then open a new bug requesting it (perhaps with a link to a discussion on meta would be nice). Reclosing this bug since its been done.

There appears to be a bit of an issue with the settings, according to Aaron Schulz:

Looks to be configured wrongly, looking at CommonSetting.php. The "extract( $globals );" line is before the include() line for checkuser, so the settings probably just gets overwritten with the default no matter what. I suppose the InitialiseSettings.php entry should use the $wgm_ format instead (with the CommonSettings check).

Indeed. Same issue with GNSM for another wiki yesterday

Fixed and set for all sites
